The initial salary for this position will start at the beginning of the listed salary range with the opportunity to advance up the pay grid in annual increments. An eligibility list may be established.

PURPOSE OF POSITION

Reporting to the Vice President, Corporate Development, the Chief Financial Officer (CFO) leads and is accountable for the Corporate Services unit which provides a comprehensive range of financial, administrative and support services to Destination BC. The CFO directs the provision of financial and corporate services according to best practices, financial principles, policies, legislation, regulations, and professional ethics and standards. The CFO ensures these services are provided in the most effective and efficient manner possible and are fully integrated and aligned with Destination BC’s corporate strategy, goals, and objectives as well as the requirements of the Provincial Government, Destination BC’s shareholder.

The CFO has responsibility for the administration of the Corporation’s finances and responsibility for oversight and management of effective systems of control, risk management, compliance and disclosure that ensure the achievement of business objectives while meeting relevant statutory obligations. The CFO is responsible for effective financial management of a crown corporation with unique circumstances pertaining to large transfer payments to service providers, IT assets which are significant and unique within government, data protection and privacy considerations and capital planning. The CFO is responsible for oversight and updating of the corporate financial policies and standards of conduct regarding financial matters. The CFO also has overall responsibility for legal services, corporate performance and compliance reporting, management of facilities, procurement and contract management, FOI requests and records management.

SPECIFIC ACCOUNTABILITIES

  1. Provides clear and effective advice across the corporation’s corporate support activities including financial operations, risk management, policy compliance, performance reporting, and legal services.
  2. Ensures all standard submissions and reporting to Government and the Destination BC Board of Directors are timely, accurate and, in accordance with core policy.
  3. Provides advice, guidance and recommendations to the Destination BC Executive team and Board of Directors on all aspects of financial and corporate services operations to guide and support decisions.
  4. Directs and coordinates the planning and preparation of annual budgets for executive and Board approval.
  5. Oversees corporate financial reporting with respect to budget management, commitments, and forecasts.
  6. Responsible for the financial statements of the corporation and working with the external auditors in the conduct of their audit of these financial statements.
  7. Ensures the corporation complies with all applicable taxation legislation, including those of international markets where the corporation is active.
  8. Directs and prepares financial analyses of Destination BC’s operations to establish the financial objectives that support the corporation’s business needs.
  9. Fosters and maintains collaborative relationships with Shared Services BC, the Ministry of Tourism Arts, Culture and Sport, the Legal Services Branch, and the Public Service Agency to ensure Destination BC’s Service Level Agreements provide the corporation with the most efficient and cost-effective services available.
  10. Leads and supports executive in the planning and execution of the organization’s strategic agenda by providing financial expertise and leadership to improve resource utilization to meet tactical and strategic objectives.
  11. Responsible for leading the corporation’s risk management framework assisting all areas of the organization in the identification and monitoring of strategic, corporate, and operational risks and the establishment of mitigation strategies.
  12. Leads, coaches and mentors the Corporate Services team to achieve business plan goals and objectives.  Allocates human and financial resources to ensure cost effective delivery of support services to meet Destination BC’s needs.
  13. Provides strategic oversight over the corporation’s procurement and contract management policies, procedures and operations; including solicitation, development and administration to achieve quality and cost competitive results.
  14. Oversees administration of the corporation’s facilities and physical security including liaising with the contracted building manager, managing the facilities budget, responding to accommodation, service and maintenance problems, security, and parking.

JOB REQUIREMENTS

  • Professional accounting designation CPA – CA, CGA, CMA, issued by a Canadian Accounting Association.
  • Considerable experience in progressively more challenging senior financial leadership roles.
  • Proven knowledge and experience of the generally accepted accounting principles for provincial reporting entities established by the Canadian Public Sector Accounting Board (PSAB).
  • Proven experience at a senior level of human and financial resource management practices within a complex multi-stakeholder public sector organization.
  • Demonstrated ability to communicate effectively and collaborate strategically with a wide variety of stakeholders and balance the needs and interests of diverse groups.
  • Proven experience as a team leader with a commitment to create, support and sustain an environment that enables staff to achieve results and to develop and build organizational capacity for the future.
  • Strong project management and organizational abilities, including the ability to manage several complex issues while still delivering results.
  • Degree in commerce or MBA considered an asset.
